Potholes — Surface Handover Risk

Define the finished purpose, reference levels, underlying material condition and the evidence required by the receiving operation. Geometry alone does not establish structural or agronomic performance.

The Surface Is the Handover

The surface is the handover between operations. An excavator may finish its excavation, but the roller still needs suitable material, lift thickness and moisture. A scraper may finish shaping, but the irrigation operator still needs a connected fall to a usable outlet. Define acceptance at each transition instead of allowing the next machine to inherit an unresolved problem.

Before moving material

Name the operation that receives the surface and agree its requirements.

Receiving operation and checks

Release the area to the next operation only after outstanding defects are identified. Use independent level checks and project-specific material tests where required.

Visual smoothness alone does not prove compaction, bearing capacity or hydraulic performance.

Potholes

A pothole can be a local surface failure or evidence of water and weak support below. The repair method should match its depth and cause.

Before moving material

Inspect the surrounding layer and water entry route.

Receiving operation and checks

Compact the repair and inspect the transition to the existing surface. Check that water is not trapped at the repair edge.

Simply pushing loose soil into a road pothole is not a durable pavement repair.

Finished Surface Handover

A finished-surface handover records the surface that has been delivered and the evidence supporting it. It should identify what was checked and what lies outside the grading scope.

Before moving material

Agree the finished purpose and acceptance responsibilities.

Receiving operation and checks

Release the area to use or the next construction stage when accepted. Retain unresolved items and limits alongside the acceptance record.

The term finished should not imply certification beyond the checks actually performed.
