Water Authority — Earthworks Handover (14615)

The Surface Is the Handover

The surface is the handover between operations. An excavator may finish its excavation, but the roller still needs suitable material, lift thickness and moisture. A scraper may finish shaping, but the irrigation operator still needs a connected fall to a usable outlet. Define acceptance at each transition instead of allowing the next machine to inherit an unresolved problem.

Name the operation that receives the surface and agree its requirements.

Receiving operation and checks

Release the area to the next operation only after outstanding defects are identified. Use independent level checks and project-specific material tests where required.

Visual smoothness alone does not prove compaction, bearing capacity or hydraulic performance.

Water Ponding

Ponding is a symptom, not a design instruction. Filling the wet patch can push water into another area if the outlet or surrounding grade remains wrong.

Before moving material

Record pond extent, duration and outlet condition.

Receiving operation and checks

Correct the confirmed issue and observe the result after suitable rainfall or irrigation. Check water movement beyond the repaired patch.

Persistent wetness may require soil or drainage investigation beyond grading.

Rough Earthworks

Rough earthworks may still contain broad quantity errors, loose fill and unresolved drainage. Fine trimming should begin only after the larger formation is understood.

Before moving material

Survey the bulk surface and identify unsuitable or unaccepted areas.

Receiving operation and checks

Verify the corrected formation before the next layer. Check areas where bulk machines turned, stockpiled or discharged material.

A finish pass cannot establish the suitability of buried fill.
